Andrusiv Viktor Volodymyrovych

Viktor Volodymyrovych Andrusiv (July 25, 1983, Lviv) is a politician and public figure [1], former Advisor to the Head of the Ministry of Internal Affairs of Ukraine and the head of the Office of the President of Ukraine, and executive director of the Ukrainian Institute for the Future (2016-2020). Founder of the volunteer project Dobroba [2], Look for Your Own [3], PhD in Political Science, analyst and publicist.

Early Life and Education

Born on July 25, 1983, in Lviv. During his school years, he joined the patriotic organization Heritage (Спадщина). He received his higher education at the Ivan Franko National University of Lviv. In 2005, he graduated from the Faculty of International Relations with a degree in International Relations and World Politics. He obtained a degree in political science, international relations and translation. In the same year, he moved to Kyiv. From 2005 to 2008, he studied at the National Institute for Strategic Studies. Two years later, he defended his dissertation on “Mechanisms of Common Identity Formation in the EU and Prospects for Their Application in Ukraine.” [4]

Political Activity and Views

In 2006, Viktor Andrusiv became a member of the all-Ukrainian youth NGO Democratic Alliance (until 2007 – Christian Democratic Youth of Ukraine), which decided to create a political party in 2010. Viktor Andrusiv was elected deputy chairman of the Democratic Alliance party. He founded and headed the party’s analytical structure, the R. Schuman Democratic Alliance Institute. He played a crucial role in organizing the Democratic Alliance’s protest campaign near Mezhyhirya, which began in April 2013, and later in formulating the party’s position and coordinating its participation in the Revolution of Dignity. He was against the opposition signing an agreement with Yanukovych [6].

At the beginning of the election campaign for the 2014 parliamentary elections, he left the Democratic Alliance. Andrusiv did not comment publicly on the reasons for this decision.

In March 2015, at the congress of the Ukrainian Platform “Sobor” political party, Viktor Andrusiv was elected deputy chairman [7]. At the same congress, the party was renamed the Republican Platform.

From July 2015 to February 2016, Viktor Andrusiv was the Deputy Head of the Donetsk Civil-military administration for Humanitarian Affairs [8].

Later, he was appointed Executive Director of the Ukrainian Institute for the Future (UIF), a think tank he created from scratch. The UIF was included in the list of leading Ukrainian think tanks during his leadership. More than 100 expert reports on reforms and changes in the country were prepared. In particular, such well-known reports as “The Future of Ukrainian Oligarchs” [9], “The Death of Putin” [10], and “Strategy 2030” [11].

Viktor Andrusiv was a member of President Volodymyr Zelenskyy’s campaign team [12].

In 2021, he founded the Serhiy Nyzhnyi Kyiv School of Public Administration [13].

Viktor Andrusiv is an analyst, publicist, and PhD in Political Science. He has written over 50 articles on the political system, reforms, the Constitution, etc., and his articles are currently published by leading Ukrainian publishers. Furthermore, Viktor Andrusiv participated in the development of various public organizations and the implementation of projects. The New Citizen Partnership and the Ukrainian Center for Independent Political Research are among them. In addition, he contributed to the development of a number of draft laws, including the Law on Access to Public Information and the Law on Public Associations [14].

Until July 11, 2022, he was an advisor to the Head of the Ministry of Internal Affairs and an Advisor to the Head of the Office of the President of Ukraine. Since the beginning of the Russian-Ukrainian war, he has founded a number of humanitarian projects, including:

Shelter  [16]  – a website for refugees to find temporary housing (together with his wife, Halyna Yanchenko);

RecreateUA  [17]  – a project for architects who offer ideas for restoring destroyed buildings;

Dobrobat [18] – a volunteer project to help restore destroyed buildings in de-occupied cities.

On July 11, 2022, he resigned from the positions of Advisor to the Head of the Ministry of Internal Affairs of Ukraine and Advisor to the Head of the Office of the President of Ukraine.

Published Works

Victor Andrusiv is the author of the books “Changing the Future” and “Vision of Ukraine 2030” [19].

“Changing the Future” was published in 2014. The book is futuristic; it describes Ukraine from the perspective of the coming decades. It is written on behalf of the President of future Ukraine, during whose rule the country has become a developed and influential state. The book describes step by step how the resourceful and ambitious President solved the country’s most painful problems and sometimes resorted to rather unconventional solutions that ultimately yielded powerful results. The book is dedicated to the Heroes of the Heavenly Hundred, Andrii Movchan and Ustym Holodniuk.

The book “Vision of Ukraine 2030” was published in 2019. Victor Andrusiv co-authored the book with Anatoliy Amelin and other experts. In the book, experts of the Ukrainian Institute for the Future, for the first time, formulated a complete vision of what the Ukrainian economy will be like in 2030, what industry, infrastructure, education, tourism, medicine, the army and other sectors will be like. What specialities and professions will be in demand and which will disappear, what skills should be mastered to become competitive in the modern world, and many other aspects of Ukrainian life.

Personal Life

He is married to Halyna Yanchenko. He has a daughter and a son.
